AGE? Midgard?

I realise Midgard is a setting but does it come with its own set of rules or do you have to have the 3.5 or 3.75 rule books?

Also, what is AGE?

The Midgard Campaign Setting is the new campaign setting from Kobold Press, and was Wolfgang Baur's (RPG Designer) home campaign setting.

It does not come with its own set of base rules; it assumes the use of Pathfinder or AGE. The AGE System is the Adventure Game Engine, produced by Green Ronin, and used in the Dragon AGE RPG. (There's a free kickstart guide available at the store if you'd like to take a look. ^_^

Midgard does assume the use of those rules, but there's lots of system-neutral information in there. Tons great description and story. ^_^ (I did contribute a tiny bit to the book, but even given that I think I'm not wrong there. Great reviews so far.)

Are the AGE rules available to purchase in full, separate from any setting?

At present, no the AGE rules are NOT available independent of setting.

GR are currently working on the third and final Dragon Age boxed set (levels 11-20), and Chris Pramas has also indicated that they are working on an in house setting that will use AGE, but we've had no indication how that will be published e.g. rules and setting in one book; rules and setting lite in one book plus setting gazetteer in separate volume; boxed set(s)s; etc. etc.
