Attack Roll?

In the Adversaries section of the Game Master's Guide, the enemies' weapons have a column labeled "Attack Roll." The Genlock's battle axe for example has an attack roll of +5. Where does this number come into play?

Roll 3D6 +5. If that beats your PC's Defence you're hit.

What about strength? I thought you added strength/dexterity to the 3d6 in an attack roll.

That +5 has everything taken into account. It's the Strength + Any focuses that should apply and the total is +5
