Maybe there could be an option for automatic weapons where you could either use a sustained fire, using up half a clip as an standard attack, or a "empty the clip" attack where you used an entire clip, got a bonus to attack roll and damage for the sheer amount of you're shooting, but it makes reloading a major action. Or something like that, just throwing it out there...
